Precisely, the training room is located below the HR room, on the right side of the third dormitory.
Generally, the training room in Arknights is used to train Elite 2 operators. Once you have upgraded the skills of Rhodes Island Operators to LVL 7, you can further improve the skill through mastery training.
Simply assign the operator in the training room whose skills you want to improve. Meanwhile, another operator is assigned to increase the speed of the training process.
