You can get Water Stones for 3,000 Pokédollars from the Delibird Presents shop, denoted by the Shopping Bag icon found in almost every major city. However, the Water Stones are not purchasable from the get-go; to unlock them, you must get three Gym Badges. 

We recommend you defeat the Dark-type Star Leader and unlock the path to Mesagoza, one of the major cities where you can visit the Delibird Presents and buy the Water Stones in exchange for Pokédollars. 

Keep this in mind! The Delibird Presents shop is available in other cities, too, like Levincia and Cascarrafa. So, if you are stopping by any of these cities and have a few Pokédollars to spend, you can visit the respective shop and purchase the Water Stone.

In the open world, you can find Water Stone behind the Cascarrafa gym. Here is a map screenshot that shares the exact location of the Water Stone, in case you need it immediately.
