You can get the Undetected Infiltration world quest by completing another world quest called the Surreptitious Seven-Star Seal Sundering.
During the world quest, Surreptitious Seven-Star Seal Sundering, you come to Glaze Peak to destroy one of the Bedrock Keys, but you find the area full of Treasure Hoarders. Among them are the Milelith posing as Treasure Hoarders.

When you beat them up, you will trigger the quest Undetected Infiltration.
