The first option is to buy Vile Powder from the Dryad NPC in a corrupted world for one silver coin during a Blood Moon. Or, if you have collected Vile Mushroom from the Corruption, evil biome, then you can easily craft Vile Powder using it.
As for Rotten Chunk goes – it is a drop item from Eaters of Souls, Devourers, and Corruptors. The best option is to farm some Devourers in the Corruption to obtain a good number of Rotten Chunk.
