You can get the Godskin Peeler Twinblade by defeating the Godskin Apostle boss at the Windmill Village found in the Atlus Plateau region of the Lands Between.

You can find Windmill Village north of the Northmost part of Atlus Plateau. To reach there, follow the Outskirts of Leyndell, the Capital City, and navigate towards the Northmost part of the map. You can use the below map screenshot for reference.
The Godskin Apostle is found near the Windmill located at the end of the village. To easily defeat the Godskin Apostle, you can summon a Spirit and then overwhelm the boss with a barrage of attacks.
