You can get the Seppuku Ash of War by killing the invisible beetle (Teardrop Scarab) found in the Frozen Lake in the Mountaintops of the Giant region of the Lands Between.

The Frozen Lake where you find the invisible beetle is easily reachable from the Snow Valley Ruins Overlook Site of Grace. Teleport there, and take the path right.
When you are near the lake, you will see footsteps left by the invisible beetle. It follows the same path. So simply stand on the footstep and right when it approaches you, use any attack to kill it.

Once dead, the invisible beetle will reward you with the Ash of War: Seppuku.
