To get the Aspect of the Dire Whirlwind in Diablo 4, you will have to take your Barbarian to the Garan Hold dungeon in Scosglen. This is the area that you can get to rather early on, but make sure not to underestimate the enemies here, especially in the Garan Hold dungeon which has level 26 enemies and the boss Spiritcaller of Flames. When you complete the dungeon the first time, you will receive the Aspect of the Dire Whirlwind as a reward.

You can also get this and other Legendary aspects by extracting them from Legendary items that drop randomly as loot from different World Events or World Bosses. Just talk to an Occultist in a major settlement like Kyovashad, and keep in mind that you will lose your Legendary item in the process.
