It might come as a surprise, but you get your first chance to pet a cat in Hogwarts Legacy rather early on. As soon as you finish the prologue and get sorted into your Hogwarts house, you wake up in your dormitory and head to the common room to get acquainted with some classmates.

Those who get sorted into Gryffindor will soon need to meet Professor Weasley in front of their common room and head to their first class. The first kitty that you see is going to be close to the first Floo Network location at the end of the corridor, so you can just approach it and pet it by hitting the button shown in the prompt.

Even if you miss this one, there are plenty of friendly cats in and around Hogwarts, just waiting for some affection from the passing students.
