In The Legend of Zelda: Tears of the Kingdom, you can change your Horse’s Mane at Stables around Hyrule. When you are at a Stable, talk to the stable hand and select the “Customize Horse” option.

Once that is done, you can attach or change things like the Horse’s Mane and Towing Harness based on what you have unlocked. But remember, to change your Horse’s Mane in particular; you must unlock the service by accumulating 16 Pony Points
