To access the event, players no more have to just satisfy an Adventure Rank requirement. But now they have to even complete certain quests to take part in the event.
In case you are not aware, The Eight Locales Over Mountain and Seas is one of the upcoming events of Genshin Impact that players will get to experience in the second half of the version 2.4 update, starting February 4th, 2022.

In the Eight Locales Over Mountain and Seas event, players accept a commission from Ioroi and accompany the Tanuki Kichiboushi on a journey to Mondstadt and Liyue to get a ton of items and rewards. Including new Serenitea Pot furnishings, Primogems, Talent Level-Up Materials, Weapon Ascension Materials, Hero’s Wit, and other rewards.

How to Unlock Eight Locales Over Mountain and Seas Event
To unlock the Eight Locales Over Mountain and Seas event, you must be at Adventure Rank 30 or above, and you must have completed two of the Inazuma sub-quests, namely “Ritou Escape Plan,” a part of Chapter II: Act I – The Immovable God and the Eternal Euthymia and the “Tanuki-Bayashi in the Forest” which is a subquest of the world quest Sacred Sakura Cleansing Ritual.
