/summon minecraft:skeleton_horse ~ ~ ~ {SkeletonTrap:1}
/summon skeleton_horse ~ ~1 ~ {Tame:1}
This way you will get already tamed skeleton horses on which you can put on a saddle and ride.
How to Get a Tamed Horse Skeleton Without Cheats
In order to get a horse skeleton without cheats, you must do the following:
- Play on maximum difficulty;
- Explore the world during a thunderstorm;
- Find a skeleton horse (the probability of appearance depends on the difficulty, the higher the difficulty, the higher the chance of the horse spawning);
- Approach it at a distance of at least 10 blocks and wait until lightning strikes the horse and 4 horsemen appear;
- Defeat riders on horseback.
But if you want to do it a little bit faster, you can call a horse trap during a thunderstorm using the command
/summon skeleton_horse ~ ~ ~ {SkeletonTrap:1}
