In order to solve the Water Wheel Puzzle in Virtual Villagers: Origins 2, you will need to get two villagers. One of them should be good at science, while the other one should be good at building stuff.
First, you should command your scientist to draw some plans. After that, your builder will be able to craft the water wheel. When you finally have this construction built, you can go to the crafting menu and make x2 Metal and x2 Forge Buckets. With these two materials, you will be able to craft 2 centerpieces that are crucial for your water wheel.
