To get to the Dev Room, you must complete the story mission Broadcast, where you scale the tallest building in Villedore, the VNC tower, to re-start radio service in the city. Once you complete the mission, go to the VNC tower roof and jump to the building situated towards the northwest.

You can use the below map screenshot for the exact location. Once you get to the room of the said building, you will find a circuit with cables. Take the cable and jump two floors down. You can get inside using the broken windows.

Two floors down from the roof, you will find the circuit to plug the cable. And right across the other side of the room, you will find another circuit with cables, take it and make a jump same as before. The second room will also have two circuits, one in which you have to plug the cable in your hands and the other with cables.

Take the third and last cable and jump on the balcony. Make your way towards the end of the balcony, and you will find a window with a crack. There are two such windows—use grapple and carefully traverse down the building, two floors to be exact. The last room will have a door right next to the circuit.

Attach the cables to the circuit board. And interact with the switch to open the door to the Dying Light 2 dev room. Be careful when you go inside, as you will find one of those exploding zombies.
