In MARVEL Future Fight, you can get Vulture only as an Enemy Shifter in “Spidey’s Rogues Gallery”, or via the 20 Daily Biometrics package.

Biometrics is a resource in MARVEL Future Fight that players can use to unlock additional characters. 

You can get Biometrics by progressing the game’s main story, special missions, Dimension Rifts, Villain Siege. Or by simply purchasing the Honor Tokens, Chaos Tokens, and Dimension chests to get a good amount of Biometrics.
