You can get the Shield Bubble in Fortnite Chapter 3 Season 2 from ground loot, chests, and toolboxes. The Shield Bubble and Balloons trial commenced on May 13th at 9 AM ET and the trial will come to an end on May 16th at 11:59 PM ET.

Once the trial period for Shield Bubble and Balloons are over. Players can vote for either of the items at any Funding Stations using Gold Bars. Once the funding reaches 100%, Shield Bubble or Balloons will enter the loot pool.
So, to use Shield Bubble in Fortnite Chapter 3, Season 2, you have to wait till May 17th to let the item get added to the game. From May 17th, make sure you and your buddies are voting for Shield Bubble at any of the Funding Stations. As you can get the said item , only when Shield Bubble funding reaches 100%.
