In Street Fighter: Duel, you can get Divination by reaching VIP Level 9, progressing the game, and clearing level 15-40. Once that is done, you will get Divination and unlock it in the Draw menu.

Apart from that, according to some players, you can unlock Divination by obtaining an SSS Grade fighter. But as mentioned earlier, there is a lot of ambiguity when it comes to unlocking Divination.
Officially, if you go into the Mall and check the Fighting VIP section, you will find that Divination unlocks at Mastery Level 12. But players have unlocked it at Level 9.
On the same note, most free-to-play players unlocked Divination after clearing level 15-40. But there are also a few who unlocked it after clearing level 11. So, until devs clear the confusion, we recommend players to either reach Level 9 in Fighting VIP or clear level 15-40.

You need Gems or Divination Tickets to perform gacha pulls in Divination in Street Fighter: Duel. That said, you can customize your Divination pulls, like which character you want, then use Gems or the other currency to perform a Divination pull. A single Divination pull costs 500 Gems, whereas ten pulls cost 5,000 Gems.
