In Resident Evil 4 Remake, you can get Charms using the Token Machine located inside the Firing Range room, whose entrance lift appears from time to time, next to the Merchant NPC.

Once you are inside the Firing Range, right near the entrance, you will find the Token Machine, where you can use Silver and Gold Tokens to get Charms of different rarity.
To get a Charm from the Token Machine, you need three Tokens. And depending on which Token you use, based on RNG, you will obtain a common or rare Charm that you can use on your Suitcase to get additional buffs and other benefits.
During our playthrough, most of the time, using one Gold Token and two Silver Tokens in the Token Machine gave us a rare Charm, and using only Silver Tokens gave us common rarity Charms.
So, we recommend adding at least one Gold Token in the Token Machine along with Silver Tokens to obtain some of the best Charms available in the game.
