The exact method to evolve Togetic is actually pretty simple. There are only two things that you need in your possession: a Togetic and a Shiny Stone.
If you haven’t guessed already, Togetic evolves into Togekiss when you use a Shiny Stone on it. That’s all there is to it! No happiness, day or night cycle, or trading involved.
Getting a Togetic can only be done by catching a Togepi and evolving it into a Togetic, which happens when you level up Togepi while its Happiness is completely maxed out.

Further, a Shiny Stone can be found either in Iron Island or Route 228 without much hassle.
