The Ballads on the Breeze quests, like every other optional side quest in Atelier Sophie 2: The Alchemist of the Mysterious Dream, can be initiated by speaking with Kati at the Crystal Sparkle Pavillion.
Despite being part of a series of quests, the Ballads on the Breeze quest involve finding different items and, in some cases, synthesizing them via Alchemy. As such, you may not be able to complete them if you haven’t made enough progress in the main story, as some alchemy recipes may simply not be available at specific points in the story.
