To trigger the Boutique Opening quest, you must progress the World Exploration till Stage 2-13. Once that is done, you will find a new quest prompt on the right side of the game screen. Tap on it, and you will trigger a Boutique Opening quest.

How to Complete Boutique Opening
Assuming you have triggered the Boutique Opening quest in Cookie Run: Kingdom, you can complete it by delivering Sweet Jelly Jam five times.

If you already have five Sweet Jelly Jam, you can proceed with the quest and go through the cutscene and dialogues to complete it.
However, if you don’t have Sweet Jelly Jam, you can craft them from an LVL 2 Jamery using six Jellybeans. Crafting a single Sweet Jelly Jam will take around eight minutes. Depending on how many Sweet Jelly Jam you want, you need more ingredients and time to craft them.
At the end of the quest, Maison Marron Boutique is now opened so you can use the Cookie Run: Kingdom’s costume gacha.
