This is a wild guess, but as we already know, Inazuma is under the protection of the Electro Archon Baal, who also serves as the Shogun of the region, implying Inazuma is a region in Genshin Impact inspired from Japan. Similarly, Mondstadt takes inspiration from Germany, and Liyue from Hong Kong. We also know that Inazuma is locked out by Baal.

Before moving on to our speculation on how players will enter Inazuma—did you all see how much detail miHoYo put into the world-building? Just look at the location of Inazuma —it is an island (also including a set of small islands) that is not connected to the mainland (more like real Japan)—a location that can only be reached via ships.
