To reroll in FarmVille 3, players have to progress through the game till they get “Welcome to FarmVille” mail from the developers’ in their in-game mailbox. Once that is done, players have to progress a little more till they reach level 5. By doing so, players will get random items from the vendor. 

If you get a good rarity item, you can keep your account and continue the game. In case you get common items. You can do a re-roll by going to your mobile Settings –> Apps –> FarmVille 3 –> Clear Data.
