The Plasma Cutter is by far the best weapon in Dead Space Remake and the past titles of the franchise. And since you get it early in the game, you must upgrade certain aspects of it wisely to make it an all-rounder weapon you can use in any situation. 

That said, here is the upgrade path that you must focus on in Dead Space Remake while upgrading your Plasma Cutter:

DMG > CAP > CAP> ROF> ROF> SP1 > DMG > REL > SP2

So what are these SP1, SP2, and SP3 in Dead Space Remake? The SP stands for Specials, which are nothing but a unique weapon trait you can get by obtaining an upgrade schematic and then unlocking the respective upgrade node.

For the Plasma Cutter, SP1 Upgrade is Cartridge Rack, which increases the Plasma Cutter Ammo Capacity. SP2 Upgrade is Heat Accumulator, which you can use to add a damage over time effect to your Plasma Cutter. And lastly, SP3 is Weighted Blades, which strengthen your punches.
