The absolute best way to get Narga Medulla is by taking down a Nargacuga in High Rank quests. You have a 12% chance of getting it by carving the monster’s tail, a 7% chance of getting it by carving the monster after killing it, a 5% chance of getting it as a target reward and a measly 3% chance of getting it by capturing the monster.
