Where to Find the Hypnosis TM in Pokemon Brilliant Diamond and Shining Pearl
This may come as a disappointment to you, but Hypnosis is not a TM in Pokemon Brilliant Diamond and Shining Pearl. This means that there is no way to teach your Pokemon the move through a TM, as it doesn’t exist.
Furthermore, there are no move tutors that teach the move Hypnosis as well. Your best bet is to capture a Pokemon that learns Hypnosis naturally, like a Poliwag or a Drowzee, and train it up till it learns the move.

As evident from the description, the move Hypnosis applies the ‘Sleep’ status condition on your foes, which makes it so that they will be immobilized and unable to make a move until they wake up. The Sleep status can last anywhere between 1-3 turns when applied on a foe.
