The Move Relearner in Pokemon Brilliant Diamond and Shining Pearl is located in the city where the fourth Gym, as well as the Great Marsh is located; that’s right, you can find the Move Relearner in Pastoria City.
Make your way to Pastoria City and head northeast from the PokeMart to find the Move Relearner’s House. Head inside and speak to the NPC in the corner, in front of the bookshelf, as he reveals himself to be the Move Relearner.
He will then tell you that you need 1 Heart Scale for each move you want your Pokemon to relearn. Heart Scales can easily be found by mining in the Grand Underground. An alternate method is to fish for Luvdisc, as they often have a Heart Scale on them as a held item.
