2. Defeat the 3rd gym leader, Maylene.

4. Attempt to enter the Team Galactic Base that appears like a warehouse.
5. Beat the Team Galactic Grunts in your way.
6. Enter the building and move immediately to the right.
7. Between two crates, you should see a Pokeball.
8. Pick it up to receive TM 94 Fly!
