How to Use Tactic Scrolls in Evony

You can use the Tactic Scrolls in the Military Academy building in place of the Research Stones item. However, to use it, you have to unlock the Military Academy building first, which you can do by progressing the game till K36.

The Military Academy building is located right behind the Keep building though it appears only when you have reached K36. 

You can obtain the Tactic Scrolls from the Black Market. So, while you haven’t met the requirement to unlock the Military Academy building, it is better to keep buying the Tactic Scrolls and hoarding them for future use.
