How to Unlock More Personal Secret Plans in Dynasty Warriors 9 Empires

Personal Secret Plans are essentially equipable special abilities that can be activated once they have been fully charged. They come with a variety of effects, such as unleashing elemental attacks, increasing stats of both the controlled character and nearby units, healing, and more. Secret Plans can also be improved by getting the same one multiple times.

Unfortunately, there isn’t a set way to get a specific Secret Plan. They can be obtained as rewards from other characters, by winning battles and unlocking titles. Equipping certain titles also makes it more likely to receive certain Secret Plans, so if you feel you have a limited selection, try changing your title before heading into the next battle.
