In WoW, you can unlock the Kul Tiran Human Allied Race by unlocking the A Nation United and Tides of Vengeance achievement. After that, players must complete the Kul Tiran Human Allied Race recruitment questline to get access to them as a playable race finally.

The very first quest in the Kul Tiran Human Allied Race recruitment questline is Made in Kul Tiras, where you must talk to an NPC named Cyrus in Boralus Harbor. You can unlock this quest after completing the above two achievements and the Proudmoore Admiralty achievement.
