In Minecraft Bedrock edition, you can make a Parrot dance by bringing him near a Jukebox with a music disc inside it. Being in the vicinity of the Jukebox, the parrot will start dancing—irrespective of his placement. That is, even if the parrot is on your shoulders, he can dance.

How to Obtain Music Disc in Minecraft 

You can obtain Music Discs from the chests found in the Dungeon, Woodland Mansion, Stronghold, Bastion Remnant, and Buried Treasure areas. 

There is also a chance to obtain a Music Disc whenever you kill a Skeleton, a Creeper, or a Stray.
