There is one simple requirement that you need to fulfill to obtain the PokeRadar in Pokemon Brilliant Diamond and Shining Pearl: you need to have seen every single Sinnoh dex Pokemon available in the game.
This isn’t a fairly difficult task, and if you have been adequately exploring the region and its wild Pokemon through fishing, ruffling through tall grass, trading, and more, you should be able to easily see all 149 Pokemon.
Next, head over to Professor Rowan’s lab in Sandgem Town. Once you show him your Pokedex, Professor Oak barges in and hands you the National Dex upgrade.
Once you have gotten the National Dex, make your way over to Ramanas Park. When you meet Professor Oak there again, he will give you the PokeRadar upgrade for your Poketch!
