You can get Podao from a chest or enemy drop during Part 2 main mission called Two Chivalrous Heroes. During our playthrough, we obtained a Podao in Wo Long: Fallen Dynasty from a chest. 

Once you start the Two Chivalrous Heroes’ main quest, navigate Zhu Xia’s location near the wooden bridge, raise the Battle Flag, take the bridge, and then the right path. Clear out the enemies and open the chest nearby to obtain Podao.
