A Peony in full bloom can be achieved by first finding a Peony Flower Seed. These drop from Level 6 Vases, which are created by merging previous vases found in a Drawer.
Merge two Peony Flower Seeds to get a Level 1 Peony Flower Seedling, then merge two of those to get a Level 2 Peony Flower Seedling.
Merge two Peony Flower Seedlings (level 2) to create a Peony Flower Bud, which can be merged to create a Level 2 Peony Flower Bud. The Peony Flower Bud (level 2) drops 1 XP Star and 1 Water Leaf every 1 hour 6 minutes and 40 seconds.
Two of these Peony Flower Buds (level 2) can be merged to create a fully blooming Peony Flower. The Peony Flower drops an XP Star and 1 Water Leaf every 33 minutes and 20 seconds.
