You can get abilities in Road 96 by interacting with certain characters. That is, only other heroes will be able to provide you with new skills that were not originally yours. There are only seven such characters in the entire game, but the key problem is that it is not possible to say where exactly you can meet the character you need.
This is the case due to the fact that Road 96 uses procedural generation, so sometimes one playthrough is not enough to find all the necessary NPCs.
