You can get your Job-related mount in Ragnarok M: Eternal Love by completing the quest called Cavalry Mastery. You can unlock the Cavalry Mastery quest by progressing the game till you reach your third Job. Once that is done, you will automatically get the Cavalry Mastery quest.
In the Cavalry Mastery quest of Ragnarok M: Eternal Love, you talk to the NPC Kadir in Prontera to get started with the quest. Assuming you have talked to Kadir. Next, you have to go to Sograt Desert and talk to the NPC Emma Snipers. She will ask you to collect 30 Cactus Juice from Muka. Keep progressing the quest, and you will unlock the Mount Shop from which you can get Mounts in Ragnarok M: Eternal Love.
