Level up this item to 11 levels and after you will be able to complete this quest. To do it, complete this chain: Lindsays photo> Statue of Liberty > Safe > Bull > Bag of Money > Bear > Empty Safe > Theater Mask > Spray Can > Modern Factory > Car Hood Ornament.
