When you teleport there, you will need to travel north across Royal Meadows, until you reach Baywatch, which is at the very north of the local map. You can’t miss it because it is a lonely imperial watchtower on top of a cliff. Demontamer’s Sash will be waiting for you in a chest close to the doors to the tower.
