To be able to make a harpoon, you need to gift Inza three flowers, and she will ask you to collect some resources first—15 Hardwood and 20 Flint. You also need to wait for two days until Inza figures everything out. Once you come back, you get a great new fishing tool to catch fish faster and without restrictions.
