This is a secret weapon that you can obtain with the blueprint you need to find in the developers’ room. This is another secret that you need to open and before you start you search for it you should reach the end game.
When you get access to the Central Loop you will need to upgrade your glider and go to the Garrison location. There you should go to the highest skyscraper and clear a bandit camp. Once you clear it you will be able to go to the rooftop of this building. There you will need to look around and find a skyscraper with a big antenna on it. Use your glider to get to this building.

In order to open the developers’ room, you need to get to the rooftop of the skyscraper with an antenna. There you need to unite a couple of power nodes. Just use the node on the rooftop and drag the power cable to other nodes till you reach the node near a locked room. After that, you will be able to open this room and see a lot of easter eggs inside it.
Once you reach the developers’ room you will need to go to the bed with teddy bears and sit on it. You will see teddy bears spawning around you. When all these teddy bears will be spawned you will see the Left Finger of gloVa blueprint.
