It all depends on your Survey Corps Rank. If it is not high enough, then the Pokémon will not obey you accordingly. To increase your rank, you can complete various research tasks. There are 7 ranks in total:
- No Star Member – Pokémon up to level 10 will listen to you
- First Star Member – Pokémon up to level 20 will listen to you
- Second Star Member – Pokémon up to level 30 will listen to you
- Third Star Member – Pokémon up to level 40 will listen to you
- Fourth Star Member – Pokémon up to level 50 will listen to you
- Fifth Star Member – Pokémon up to level 60 will listen to you
- Sixth Star Member – Pokémon up to level 70 will listen to you
- Seventh Star Member – At this rank, any Pokémon will obey you.
