Pokémon Legends: Arceus presents players with the generic three starter Pokémon option. The only difference is that each of the starter Pokémon hail from different regions. The three starter Pokémon are:

These are the best options for Cyndaquil:

• Hasty: Increased speed, decreased defense
• Rash: Increased special attack, decreased special defense
• Mild: Increased special attack, decreased defense

Typhlosion boasts a high special attack stat and boosting it to higher levels at the cost of some of its defensive potential would be the best option.
