The first step is to go to Banges Dock and find Port Guard named Lozwall. If you tell him about the base then he will tell you the story that contains the clue to get inside. After that, you will need to return to the Hyena Guard and use this clue as a password. Just tell him that you are here “To be the most liberal Hyena!” and “For the most liberal Hyena!”. If you use these two phrases he will let you in.
