If you want to speed up the process of encountering a shiny Gyarados, you should first obtain the Shiny Charm to boost your base odds.

You can also breed your Gyarados with the Shiny Charm charm to obtain a shiny Magikarp that you can level up into a Shiny Gyarados, using breed techniques like the Masuda method to drastically speed up the process of hatching a Shiny Gyarados egg!
